Up until last weeks patch, every time you died with anything on that allowed you to carry more heavy, you lost 2 heavy every time you died or went to orbit. Let's say on average 20% of the time you had heavy on your character, and your total deaths out of all characters in destiny is around 5000. This would put you around 1000 deaths in which you lost heavy, equating to roughly 2000 shots of heavy or 285 heavy ammo synthesis.

With my raid boots I carry 6 rockets with my hotpf I carry 6 rockets but when I were them both I carry 6 rockets etc shouldn't it be 8 with both

I can agree that Xur should sell it EVERY week. However Bungie doesn't owe us anything. Nobody is entitled to heavy ammo synth.
