To obtain the weapon you can usually purchase it from Xur when he is selling it and by it for 17 strange coins. Or if you get lucky you could get it from a loot drop in strikes, raids, crucible, etc. And also it can reach the current max attack of 331 due to the DLC The Dark Below.
