is the refer a friend for only people that have not played the taken king yet? If its for any body can you please tell me how it works

Hello RaYshifter, The Refer-A-Friend program is a new feature that allows two players to earn unique rewards while playing Destiny: The Taken King together. In order to qualify, Veteran players may refer Referees. Referees are new players looking to play Destiny: The Taken King with a Veteran, and have played Destiny for 7 days or less.
