The grimoire cards also say that the Traveller visited Saturn and Jupiter first before it visited the Inner Planets.

Thanks for reminding me, I guess the traveler's creators either found nothing interesting on those planets, as they probably have seen many gas giants before visiting the Sol system, or they found all they wanted and moved on

I would guess that the traveler isn't a city, but an extension of a being on the physical plane. It a conduit for this deity/being to harness and control the "light".
