The purpose I receiving guns in the crucible is to have weapons that work really well for pvp. I have gotten really nice weapons with good stability accuracy and fire rate but it's not meant to be game breaking, or useable in pve. Ie I haven't seen anyone get a legendary or exotic weapon in pvp yet.
Also when you play pvp you are earning crucible marks. People who play pvp only are well capable of gettin legendary gear faster than people playing pve only. It is also more consistent than farming engrams.

If you complete a game you get 2 marks if you win you get 3. The issue is there is nothing incentivising players to actually participate and play well. If you didn't have the time to grind out marks you can literally just elastic your thumb sticks and leave it to do its thing. Also you can get legendary engrams and exotics in crucible I saw someone get Thunderlord today and it broke my heart inside that I didn't get it.
