Bungie has not commented on this matter yet, to speculate I imagine they would operate simillar to however your console manufacturer handles DLC content.

As I said, Bungie has not commented on this matter and I'd rather not give you a certain answer which could very easily be wrong as I know very little about how both console makers handle DLC in this current gen.
