Bungie has not commented on this matter yet, to speculate I imagine they would operate simillar to however your console manufacturer handles DLC content.

  • As I said, Bungie has not commented on this matter and I'd rather not give you a certain answer which could very easily be wrong as I know very little about how both console makers handle DLC in this current gen.

    The DLCs are all on bungie's side. You're going to download the DLCs doesn't matter if you bought them or not. This is how open world games have always worked. The ball is and always has been in Bungie's court.
