Cold plasma ray? Would that be a freeze ray? I like the idea as long as it has a follow up ballistic that shatters.

I believe you're referring to Fusion Rifles. They are shotgun-like weapons that must be charged before firing.

On a "Pulse Rifle," the burst would be the rapid change in energy before returning to the baseline, and the stationary gun would be the baseline itself. Or, it may refer to the fact that the trigger must "pulsed" to effectively use. The term "pulse" doesn't refer to the type of ammunition being used.
