They've commented on this a couple of times, but to your question yes. Their new game engine they built from the ground up is taking into account problems like you, and they're using dedicated servers so no worrying about player hosting etc. Side note, if you're in a populated urban area of California like I am, you should have access to fiber optic internet. Whether it be Comcast/Verizon(of who is a greater evil than Comcast)/Charter, you should have plenty of options.
