I will be playing on the Hardest difficulty.
I also feel that 4 weapons makes sense so lets use a hunter as an example. main primary sniper rifle secondary weapon either submachine gun type or shot gun then secondary pistol and 4th melee shock dagger or enemy fallen shock sword or hammer or billy club etc
