I know somebody else probably already mentioned it, but my personal bet is that the Glimmer have to do something with this picture. Bungie Loves to hide things in plain sight.

I kind of think that this was just early concept art, and not that they are being controlled, but who knows.

If you watched the Game Developer Conference Presentation, you'll know that they created many Postcard Images of Destiny to inspire their team and try to capture the essence of different things. They wouldn't show us concept art at this stage for things that weren't relevant to the game. Someone specifically drew this piece of concept art the way they did for a reason, and they shared it with us for a reason. :)

Why this one in particular?

Of all the Post Cards revealed when Destiny came out, this is the only one that still makes no sense. Not only is it the only time we've seen mixed enemy races, look at their hands. They have no guns. This isn't just some comradery amongst the Cabal and the Fallen, something is controlling them. Between the unworldly green glow and the spooky mist, it's clear to me that there's something going on here that we haven't been told about. If I had to say what Glimmer is, I'd say it's the force controlling these people. Whether it's a natural phenomina, or the result of some spellcasting race, that's where my money is.

They could also just be freshly zombified by the Hive.

Good observation. Always kind of realized that eerie feeling, even noticed the guns missing. Never really second guessed the picture though, I think the Glimmer are somehow involved in this also. The above image the Glimmer are the yellow block. Those shadows could be related to the mist in the postcard image you showed, or a representation of the 'control' they have

I think the idea of an Ethreal Race with no corpreal bodies that have to manipulate objects in order to get shit done would be a great idea. You can't even kill them, you just have to destroy the agents they possess before they scurry off defeated, however temporarily.

I like the idea of there being real glimmers that are few in number, so they possess the others in order to carry out their goals.

The glimmer could be like an intelligent virus. Possibly how in Gears of War the lambent overtook Human and Locust bodies for the same army.

As well as the changes they cause the host to undergo while they control them. Could add for interesting gameplay and storylines.
