Yes, and you were told how to do it in your previous post.
Deactivate cross save, wait 90 days, then reactivate by choosing the correct account. The 90 day wait will be mandatory.

There’s no other way to resolve this but a mandatory cool down for a mistake that I made? I could understand if I was attempting to cheat the system but I literally can’t use any of my characters and this makes no sense to me that the only resolution is to wait that long.

Correct. No ridiculous. The setup process practically holds your hand along the way. My 7 year old son helped me & he got it correct. Not sure why you selected a blank account when it asked what character set you wanted to use as your active data set.
