A name reset to default like that means it was detected or reported, reviewed by Bungie and reset to"[b]Redacted####[/b]", that indicates that some part of the name broke the [url=https://www.bungie.net/7/en/Legal/CodeOfConduct]Code of Conduct[/url] or the [url=https://help.bungie.net/hc/en-us/articles/7648312251284-Bungie-Name-Guide]Bungie Name Policy[/url], was filtered, and [b]cannot/should not be used again.[/b] When that happens, you get the new name cross play message in-game as notice of the name change. You can try a different name if you have a name change available. If the system is not allowing more changes, there is no way to override it.
Additionally, I am not privy to what portion of the name policy or code of conduct your name was running afoul of. All I can advise is that once the name has been moderated by Bungie, it is no longer available for use. If you have a name change available still, you can change it to a different name.

Issue is, if it ran against terms of service, why would it allow me to change it to the same name? I doubt name reports are monitored by a person, so is this a case of angry person reports name out of spite enough for it to ping the system?

If the staff member finds it to be against the rules then it is moderated. The fact that the name was Redacted to begin with was an indication that it was not in alignment with the name guides

I've reviewed the name guidelines and cannot see what my name is breaching. The only one I imagine people will point to is "explicit -blam!-" which my name is certainly not...

Unfortunatley, Bungie may disagree. The fact they have reset it 2x indicates their view is different than yours. Regrettably there is no appeals for name moderation and changing it back again would make it subject to moderation again and hopefully you still have a token left or you may be listed as REDACTED until Bungie offers more tokens.

Hey there, the reports are manually reviewed by Bungie, it is not automated and reports alone won't do anything if there's nothing to action.
