An exotic that makes snap get two charges and increases scorch by a few points. Or an exotic that makes enemies that are killed by snap explode and spread scorch like hunters exotic arm calaban. On a melee miss it could increase melee regen for a few seconds as well.

Exotic mark, sprite of the claw and spirt of necrotic you gain a second melee charge and spread poison to enemies causing a chain reaction and yes that means you can effectively run lighting surge or strand melee 4 times with song of flame getting two melees, I don’t think you need something like calibans

That doesn't sound much different than using claws and the one fragment. I think an exotic that fits somewhere we don't already have an exotic for would be better.

The Frontiers armor melee stat of 200 will give you 2 charges. That of course will not address the rest of your suggestions, but its a start.
