All game bans are final. You can appeal using the below link, but it's extremely unlikely your ban wil be removed, especially one which is almost 2 years old. If Bungie did make a mistake, they would have removed it a long time ago, as all bans are fully checked before being applied. When you last played is also irrelevant. The ban was applied because of a violation the account did 2 years ago (or more). All you can do is appeal, but like I said, I would be surprised (and shocked) if Bungie removed a ban on account with a violation as old as that.
