I haven't bothered with tonics yet I was able to finish act 3.
I don't get why you can't,
Tonics are side quests not part of episode/acts storylines.

Good thing the fieldwork doesn’t contain and story beats or information otherwise you might be right. The tonics and fieldwork has half the story components hooked to it, if you’re skipping the tonics you skipped over half the episode thinking you were outsmarting something while being a crayon muncher.

Act 3 story line consists of visiting the last city, going back and forth to holo projector and vendors and running the 2 variations of the exotic mission. That's it. The fieldwork and tonics stuff are side quests separate from episode story which is released with the acts. This act the story wasn't time gated.
