Vortex has less ease of use, less range, deals less damage, it's explosive damage doesn't penetrate walls like cataclysm, and takes more skill to aim while having the same cooldown.
So what's the point, area denial? Even at that, there are still better options. Foremost being grenades.
Vortex might have a slightly faster cast speed, but cataclysm basically makes you immune to all damage just before casting.
I've been running it for the past few months in both pvp and pve and have yet to really find anything that's makes me want to run Vortex.
Buff suggestions:
-Reduces base cooldown to 7:35.
-Damaging enemies with Vortex DOT should generate ability and super energy while spawning orbs for your team.
-votex spawns 5 void souls on impact which surround the votex increase its aoe, debuffing enemies, and slowing movements.
-Vortex gradually grows by an additional 50% and kills increase the lingering duration.
Mixing and matching any of theses would make it much more viable.

Here's my idea. I'm gonna tell all features, not just features that I'd add: Vortex pulls enemies in on impact. Defeating an enemy with Vortex increases the linger duration, potentially increasing it indefinitely if you place it right. Vortex makes enemies volatile. Vortex starts with X radius, increasing to double X radius after Y seconds. (Y being the duration of the vortex if you don't make a single kill.) Vortex cooldown: 7:35. With an exotic to go with it: Vortex cloaks allies standing inside and grants volatile rounds to void weapons. When you or allies defeat enemies that are inside the vortex, you gain super energy.

Vortex Nova Bomb needs more damage, needs to apply Weaken and should pull enemies and opponents in like the original Duskfield grenade. Bringing the cool down to 7:35 would also be great too. Start with this and see what happens.

The vortex should move toward enemies like silence and squal (but weaken and drain enemies instead of slow and freeze). Like a giant moving child of the old gods.

How about buff it's total damage, & let it stick to enemies(mainly bosses) so it can actually deal the damage, sound like a decent start?

I'm gonna give it one main pro over slowva, it doesn't block projectiles. I'm betting that's more a design oversight but still, slowva during raid dps is pretty rude
