Hey there, Bungie will not forcibly unlink accounts or cancel cross-save.
You will have to work with Steam to see if you can recover access to the other account. If not, then unfortunately that cross-save setup is stuck as is.

Steam doesn't recover deleted accounts. Am I truly out of luck? How could the system be designed like this. I really have no one to contact?
