Bungie are aware of this issue and are investigating heavily across various teams to pinpoint the exact cause of it. Unfortunately, it's taking a lot longer than anyone had hoped, and they understand that there is growing player frustration around this feature blocking players from some content/activities.
Any information you can provide would be greatly appreciated, specifically the following:
- Country of Residency
- Phone Service Provider

Also it states that if you purchase a dlc you don't need to provide SMS validation so I've purchased one and I still can't access any of the stuff so seems abit of odd if you ask me saying to buy something to fix it for it still not to work . So anything you can suggest on that one ?
