Do I have to create steam characters to switch them in CrossSave?
I just downloaded Destiny 2 on PC, since I've only used Stadia before and Stadia is being shut down. I linked my steam account and Stadia account, but when I went to play on PC for the first time, my stadia characters weren't there. do I have to make new characters for Destiny 2 on steam before switching them with my stadia characters?

Your characters are on your steam? they were cross-saved to stadia. https://www.bungie.net/en/Gear/3/4611686018504869636/2305843009659054548 - look at the platform under your name

Sounds like you linked your Steam account as your primary account instead of your Stadia account. With that, it would make your characters on Stadia dormant, and would take fresh characters from Steam as your main characters for cross play.
