Check your driver configuration to make sure that Destiny is being launched using the correct GPU, your RTX 3070, and not the iGPU inside your 11700h.
The error code chive indicates that your PC doesn't meet the minimum requirements for Destiny, so running it from the iGPU can trigger this error code.

Sorry, I forgot to say that I'd set up D2 to utilize the Nvidia card in the GeForce Control panel already.

Power settings on your laptop can disable the Nvidia GPU if you're running on battery or below a certain percentage while charging, have you checked that?

No, it ended up being completely unrelated to the GPU, drivers or game files. When I unplugged one of my USB peripherals, everything worked fine. No idea why that would be the case, but there you have it.
