So I was doing King's Fall last night with a couple friends.. one hasn't gotten ToM in 12-15 runs while I've gotten it on my 2nd/3rd/12th runs, and the other friend got it his 2nd time last night. I've also been in an Atheon run where a guy said he hasn't gotten Vex in 76 tries. Obviously it's frustrating for someone to see people get dup drops when you've never got 1 drop or just spinning your wheels for a year.
There's no reason for dup exotic raid weapons to drop.. what I'd like to see is the drop % changed based on how many in the fireteam have already received the exotic. For example, say ToM has a 5% drop rate and 2 people have already gotten it before.. take that 10% from those 2 players and divide it amongst the remaining 4 players.. which would increase their drop 2.5% each.
I can already hear the "but what if someone gets 5 others to carry them for max drop rate".. I would ask why that's a problem? You would have 5 people willing to take time out of their day for no reward other than some thank you's/appreciation from a fellow gamer, what's the issue?
This would just be a small bump to overall drop % but you wouldn't have these scenarios where someone gets 3+ drops in less runs than someone who has never gotten a drop.

Raid exotics drop once Bungie deems you worthy.
