Hey there. Your characters are XBox Live ones, that were being shared to Steam via cross-save.
Now cross-save has been disabled, the characters have reverted to being XBox-only, and your blank Steam account, previously dormant, has been re-enabled. That is why they no longer appear on Steam.

But that makes no sense, I assumed the characters were global regardless and the content I have bought and completed was system specific. So is there anything I can do? I haven'''t even owned an xbox in 3-4 years

You are going to own one again if you wish to play those characters in the next 90 days. Nothing can be done till you can turn cross save back on.

You can reactivate Cross-Save the way it was before. After the 90 days of lockout are through, that is.

Do a search for "Cross save issues". In short as a deterrent from doing stupid things.

Not a joke 100% fact and Bungie made rule. Been this way for 3 years since cross save was enabled. Do your research before messing things up.

Unfortunately, as was shown on every page of the disabling process, there is a 90-day lockout after disabling Cross-Save. Once you have disabled Cross-Save, the 90-day wait must be waited out before you can re-enable Cross-Save with any of the accounts that were part of that Cross-Save. There is no appeal for it; it's a security measure Bungie has in place, and as such, there's no exceptions.

The only issue that disabling Cross-Save would fix is if Cross-Save was set up incorrectly, so it's strange that you say a Mentor said it as a fix for something else.
