I had the same problem and just figured it out.
Destiny is putting voice chat out to the wrong output. In my case, it was out HDMI to my monitor with no speakers. I only figured it out by disabling the sound to that output in the device.
* right-click on the speaker icon in your toolbar, select Sounds
* select the Playback tab and look for outputs are connected but you don't use (like monitors connected by HDMI or speakers on your controller) and disable them.
I mention the controller because my PS5 controller ran out of juice near the end of a raid. I quick plugged it in and promptly lost all sound and comms as the game switched to the speaker and mic in the controller.

DUDE!!!!!. I scoured the net and found no good answer, but you FIXED it! Thanks Sooooo much I will add that on win 10 you must go to Settings/sound/"Manage sound Devices" then disable all devices not used.
