They're both solid for add clearing, but they have different functions beyond that.
Juju synergizes best with super-focused playstyles + super-enhancing exotic armor. Outbreak is just a great all-around primary that can also shred powerful enemies when you start stacking nanites.
Sadly, they both stop being useful in late endgame PvE where champions and shields start becoming obnoxious. You COULD use the unstoppable pulse armor mod, but why do that when you can just slap unstoppable onto a legendary weapon and save your exotic slot for Xeno/Anarchy/Izanagi's?

I remember farming Lake of Shadows Master Nightfalls at some point this season and running into a few people running Outbreak. Paired with a Divinity, the nanites do great damage against them plus the constant DPS stops them from regening health. Combined with the Unstoppable Pulse armour mod and a Guillotine, they pretty much had most of the bases covered.

Outbreak can still be useful in high end pve, it depends what your trying to do. I look at it like an anarchy you can shoot a lot, you still do damage with manures while you dip out to regen health.

Outbreak with anti-barrier would be nuts.
