Seems like the responses to the question are more of an answer to, what should have always been in the game.
The response to gold dust is interesting to me. You mean paying for items with gold dust, instead of just earning them in a game you already payed full price for, is your definition of good will?
Seems like you don't know what good will is or your expectations are really low. I think both may be true.
Another one that I liked was the response about an attempt to shut down a cheating site. Again, that's what you consider good will?

I hope you know that once the NDA was up after Forsaken came out it was clearly stated a lot of things discussed at that summit directly contributed to the development of Forsaken which if you didn't know brought the game back to life. They didn't have to do the summit but they did and many of the community members invited brought lists of community points that they took from the community themselves. So considering how Y2 went I'd say the summit was a fairly successful act of goodwill.
