Even after receiving a nerf when Shadowkeep launched, Recluse is still way too good for a primary weapon. It dwarfs every other primary in the game in killing potential. There is no situation or encounter where this weapon isn't top tier in ALL of Destiny 2.
Looking at some stats from warmind.io, you can see that the difference in usage between Recluse and every other weapon in the energy slot is stupidly large:
Raids:
Garden of Salvation: 97%
Crown of Sorrow: 87%
Scourge: 81%
Last Wish: 75%
Other Top PvE Activities:
Pit of Heresey: 88%
Nightfalls (Not Master, which I assume would raise this number): 41%-47%
Gambit Prime: 59%
Gambit Classic: 54%
In Quickplay (via Destinytracker) it has a usage of 8.56, almost double that of the next best option Jade Rabbit.
From playing about 80 hours of IB this week, I can say that almost all of them had a Recluse in them at some point. (Most of the time compared with Mountaintop btw).
Look, it's fine if you like the weapon and like the overpoweredness of it. But I think it's reign needs to come to and end to allow for more flexibility with loadouts.

Ya gotta love all the training wheels people downvoting this and stamping their feet in the ground saying "no it's not!". Time to find something else to crutch on. For raiding, mttp, recluse, izanagi's, divnity are the end all be all. People gravitate towards the easy way, and those mentioned are the peak of easy. Just need some nerfs to mttp and recluse, the two exotics are in different slots and server different purposes, they're the only balanced ones. Need to make mttp and recluse exotic to match their overwhelming usefulness.
