Strike/Crucible Catalysts

A rumour seeming to go around is that if you have multiple, or large amounts of uncompleted Catalysts, the chances of having a new one drop is lowered. I, with 13 catalysts uncompleted, have been personally trying to grind the Rat King Catalysts since Forsaken dropped.(Sep 2018) I just got my first Strike Catalyst two days ago, for Prometheus. Meanwhile, my friends, and other redditors who boast their RNG, who are on top of their Catalysts and have maybe one or two incomplete, all got the Forsaken strike catalysts within first 5 weeks of it's release. I just wanted to know if we can confirm that having uncompleted Catalysts, DOES or DOES NOT infact lower the chances of Strike/Crucible catalysts, and that I've just been unlucky. All the communities seem torn about this, and I can't find anywhere reliable that doesn't have millions of theories. I don't need or want percentages, just a confirmation if possible. Thanks guys!
