The other day, my Xbox account was breached. The person who accessed my account refunded my Xbox Live Gold Subscription to get store credit, and he used it to buy silver. With some help from Microsoft Support, I was able to get my account back. When I got my account back, I hastily refunded my silver purchase through Microsoft, only to realize the thief bought an ornament pack with some of the silver.I am worried about being banned for this ornament pack remaining on my account after the refund, so I would like to get it removed from my account.

Account security is your responsibility. Thus any negative silver balance is your responsibility to clear up by purchasing enough silver to bring the balance to 0 or higher. Bungie only refunds silver if the package that dropped in consumables hadn't been opened yet and hasn't been in inventory for more than 7 days.
