Its not really a big issue, i just didn't see it written anywhere. Its happened to me three times now (Separate occasions), to fix it you just have to fast travel to the Courtyard. I also know its not just a bad connection on my part because one of my friends got locked there as well. The lock occurs at the bottom (like halfway, before the bend) of the stairs as you try to walk up them. You can still see other players walking around and can do emotes as well as hear the NPC's talk, you just cant move and the loading legit never stops; i tried waiting one of the times it happened and was still there well over 20 mins before I got bored. It doesnt happen every time, maybe has to do with where you walk up it? Each time it happens for me its toward the railing side.
