I think snipers in PvE could use some tuning. Snipers felt like a necessity in so many activities in D1, especially for boss battles. They dont seem to have near the usefulness in D2. If I was going to tune them for PvE, I would ask for a few things:
1. Hit registration on crit shots should be buffed. It's already difficult to land crit shots because so many enemies move so quickly, so having shots register more on crit would be nice.
2. Flinch in PvE should be lessened slightly. For instance right now trying to hit a Knight while 4 acolytes are shooting at you is extremely difficult and you end up wasting shots. Lower the flinch a bit.
3. Remove perk combos that dont synergize. When I get a sniper with moving target and firmly planted, it's going in the garbage. Why do I get a perk that encourages movement while aiming and also one that tells me to crouch and sit still? You could argue that this makes the weapon more well-rounded but in the fast paced game environment, no one wants perks that require you to sit still while actively shooting. ESPECIALLY when flinch is so high and taking damage will throw off your shot anyways.
