The whole purpose of Loaded Question is to get that extra bit of damage + the explosion. Due to the perk only activating with a full magazine, Ionized Battery is really counterproductive, because it expands the magazine to 7 taking up way more starting ammo to get the perk to activate. My suggestion would be putting those extra shots from the magazine into the reserves of the weapon, giving it way more usability in various activities.
