Simply don't give it planetary cache/resource locaters and it's balanced out. There are plenty of other shells that give both vanguard and crucible scanner, and the glimmer/Xp gains are only 5% higher than other shells. It doesn't seem too OP to me

I think what he's trying to say is tie it to a quest or something, it could be an exotic ghost shell
