I hate to be that guy, but it'll always be slower. Console is simply inferior in terms of hardware.
Mind that, check the TWAB. Updates have (from what I understand) been a bit unoptimised and it's built up over time. Seems they'll be trimming that fat to make the load times speedier.

Agree, in tech years my PS4 is a dinosaur compared to today’s technology. In its day it was cutting edge, now it’s a toaster.
