He is not a leader, hes always listened to his sister
Mara sov is leading the scorn from the shadows and uldren is just her accomplice and is plotting to kill her

I'm pretty sure it was confirmed that Petra is still our friend in forsaken and Petra only does what Mara tells her to do. Also in house of wolves we pretty much earned the queen's favor by hunting down the house of wolves for her. So I don't think it's impossible for Mara to be behind everything, but I do think that it's very unlikely. Also bungie must know how much the fans love Mara so making her the villain might not be a good move.
