All that we know really is that a Guardian found it in the Ruins of old Chicago. In the future I hope they give it a quest in which we learn who built it and why. Personally, I think it was built in the golden age like sleeper simulant. It may have been an experimental weapon made by people like Ishtar Collective or Clovis Bray.
