Bungie Check this Out: Game Stutter Fixed, Bug Found in D2 for Oculus Rift Users
Spent pretty much two weeks troubleshooting why my game would stutter whenever I would move my mouse or when I made quick movements it would not register properly. Finally found the issue.
I was going through the background processes and found that my Oculus Rift had software running in the background. For reasons I don't understand, when I ended those processes in the task manager my game went back to normal.
I have to do a restart of my PC whenever I want to use my Rift, but I can live with that.
Thanks to the great people on this forum who helped me troubleshoot, much appreciated.

Hello , Thanks for reporting this issue. We have the workaround listed in our Known Issues thread for PC here. Although we suggest just unplugging your camera instead of stopping the process.
