Well think about it this way.
After Savathun and Xivu' Arath's true deaths, Oryx was able to bring them back by 'defining' their existence.
That hasn't happened with Oryx yet. His existence has yet to be defined in that same way, as far as I know. Please do correct me if I'm wrong.

Both xivu and savathun deaths were permanent unroll Oryx used cunning to resurrect savathun and war to resurrect xivu arath. Oryx was even shocked when they came back
