His Highness's Seal Bug [spoilers]
Every time I complete a part of the Leviathan Raid I get a notification on the right part of my screen saying that I got 15 or so Emperors Seals, but when I check my progress for the quest it will say "1/100" or however many challenges I finished.
The video I linked is what happens to me, only it happened to someone else.
