Just wondering if anyone knows who this is. I don't know but I keep seeing it so I kinda wanna learn the backstory and stuff. Thanks

That is scrapped Rasputin art. The original story for destiny was rumoured to be about rescuing Rasputin from the taken king. That's why you see a part from rasputins system in the oryx boss fight.
