I could be wrong but my assumption is [i]autistic[/i] refers to someone who is not only stupid, but will likely remain so for the rest of their life due to abnormal brain development/functioning were as a [i]retarded[/i] person can become smarter should they be motivated to while there's nothing wrong with them.
