So to make it short usually loot is the incentive we usually have to play but since there is not alot of desirable loot in the game or you got your hands on the pieces that you wanted pretty soon. Then what? Well if you love grinding more than actually playing the game for what it is (like I do) playing the same missions over again for basically no improvement it will get boring.
So for destiny 2 we should get rid of a level cap all together for pve. Sure sobe will say it will make people ,that play every day excessively, overpowered. But this is just a question of what and to which extent is leveled.
For example if you introduce new perk trees (that can be prepared in advance ) that diversify the game play as you level up every like 50 levels. This way weapons and armor can drop for the perk trees you selected too. This makes leveling up more exciting and keeps the desire to collect loot to improve the custom trees you selected.
