Just out of curiosity, why are legacy engrams so much more expensive than the upgraded counterparts? The is literally no purpose for them outside of collector's value. Even though it's possible to get the y2 blueprint, I still don't see why I should pay more for an outdated version.
As a side note, when xûr started selling y3 engrams, I feel like they should still be worth less than the actual gear, because it's a gamble if you actually get what you want.

Legacy engrams have a higher chance of dropping as an exotic you don't have, therefore, it will warrant it's "discovery" in your exotic kiosk if you get something new. You can then buy the newly "discovered" year 2 variant of the year one exotic you just got with Legendary Marks

The legacy engrams are pretty well strictly for Collectors and are supposedly heavily biased to get things you don't have so there is that at least. As far as the pricing of the normal engrams is concerned, I'm perfectly fine with them costing a little more. They may be random but they also decrypt up to 400 where as the exotics he sells directly you need to infuse to 400 which costs a shard (which is worth another 7 coins).

He sold helmet engrams just a week ago.

They are mostly for collectors but they can also benefit you currently. If for example you get a Red Death from a Legacy engram it unlocks the Year 2 version in the kiosk for purchase. Since the year 1 exotic pool is much smaller than the current one people often resort to this to get some of these weapons they've yet to get their hands on.
