How to properly nerf shotguns

A voice throughout the community has recently rung out about High Range Shotguns. Ever since they were introduced with Fielwinter's Lie and popularized with offerings like the Party Crasher +1, Matador 64, Last Ditch 000, etc. this kind of max impact and range shotgun has been a staple in the crucible. Their ability to one hit kill in the crucible at ranges that exceed any other kind of shotgun has made them rampant, and the subject of several nerfs. The way the meta has settled currently, they are a [i]very[/i] popular choice. I know I have a Party Crasher and Matador I take out almost every time I go into Crucible and so do many others. The community has seen this and is quite vocal about wanting a change, usually via nerf. I have a somewhat unorthodox idea that I think could simply fix this problem while only diversifying the meta: [spoiler]Buff Fusion Rifles[/spoiler] To back track for a second, when Destiny first released, Fusion Rifles were probably the most popular choice for secondary, their ability to one hit kill at extraordinary ranges made them a huge deal. Their range far outclassed Shotguns and the charge was not enough of a penalty to the huge reward to using them. Then Bungie hit them with a nerf that made them all but useless until near the April Update of 2016. While some are useable and even good, many would argue that they are just not consistent enough to warrant using seriously aside from some isolated cases. As I touched upon earlier, the biggest downside is their inconsistency. They fire 7 bolts in a single burst and extent their spread is controlled by their stability. Aside from that, the arrangement of the bolts is still random. Adding in some nerfs from a while ago, moving and hip firing while shooting will further decrease stability, making the spread larger and the bolts' positions more random. Lacking a perfect roll that increases range and stability a lot, these drawbacks are usually too large to cope with compared to a consistent shotgun. I propose a buff to Fusion Rifles. What kind of buff? I would personally leave that to Bungie, they are the ones who could playtest and tool it. While that is said, I would recommend a more consistent projectile spread, a buff to charge time to quick charging fusion rifles and a much smaller spread over distance for the slowest charging fusion rifles. I'd say the medium ones like Plan C and Saladin's Vigil are already in a good place and could just gain from overall buffs to projectile consistency. Back to the matter at hand, I feel like an increase of usefulness of Fusion Rifles would go a long way to "nerfing" shotguns. Fusion rifles are generally defensive weapons that can be used offensively. They reward planing, positioning and target acquisition. There is mo greater joy to a Fusion Rifle user than seeing a shotgunner charging directly at them. Fusions are a direct counter to and discourage the "shotgun warrior" play style people are so frustrated with. I would even make the point that it would [i]encourage[/i] the lower ranged shotguns. The logg range ones are slow and clunky and lack much room for error. They encourage a more "run and gun" playstyle. The lower range shotguns are quick, nible, and allow for error. A person charging you with a Matador 64 is much easier to annihilate with a Fusion Rifle than a person keeping to corners and using guerrilla tactics with a low range shotgun that is just too fast for a high range one to work effectively.
