its to do with the fact that US DOD had contracts with frannie mac and sallie mae if you had a home or student loan through the DOD financial channels; it was from one of those companies. from 1990-2007 Sallie Mae and Frannie Mac issued loans to people using policies that allowed any one to take a loan, even if it was evident said loan would be defaulted. they would take the loan packages and combine them with other loan packages and trade them as derivative financial assets the bad loans would get spread out and put into other derivative bundles with loans that were not as bad or that were in great standing. due to this the amount of bad loans issued eventually exceeded the amount of stable loans issued an thats what caused the 2007 crash. one unfortunate side effect of this is thus; any investment that had been placed on derivative financial assets containing bad loans----> was either at a loss, or disappeared entirely. now one reason the DOD contracts with loan companies---> they also contract with investors so that they can offer the Thrift Savings Plan which is essentially a 401k for DoD personnel. so due to the 2007 crash and the DoD having a large portion of their Financial capital as well as financial investments simply disappear; they were left with 2 choices; discontinue the 401k services or discontinue and request repayment of sign on bonuses. yea its quite rough an quite a rip off but thats what happens when you base the backbone of the entire economy on crookedly traded financial assets that in most cases have no real value/didnt exist as described in the paperwork.

The reason they have to return the money is because the soldiers who reenlisted did not complete their contract. Now depending on what the contact says will determine whether or not it's something to be angry about. if it's something small then yeah, grab your torches and pitchforks, if it's something big, it should have completed in the first place because the soldiers knew about it. It's also the fault of the national Guard because they let it slide. They let these soldiers have the bonuses without full fulfilment of the contract and they got caught. This is how contacts work, they give money as incentive to fulfil the agreement and if you dont, then they will come back saying "excuse me. Where's my money. You did not fulfil your agreement" so before we all lose our collective American S!#$, let's take a step and think about what they did not fulfil in the contract.

At a certain point in time it was said if they did they would continue living in comfort and receive more comfort because it could be a way to show they return money in favor of compensation from the source creating and discussing this.
