Are you seriously telling me that this update is 31 gigs?! Because that's what my ps4 says! 31 GB and 99 hours to go?!

It's there to make sure you have enough space to download all of Destiny + the patch incase you deleted the game or have no room for the patch. The patch is like 500mb and took like 10 minutes for me. You could also just wait for the patch to re-adjust to its actual value, but that takes longer.
