This has been happening in the game since inception. You are entering a zone and suddenly " the enemies are moving against each other".
This is cool but it is window dressing, it has no function at all. Make it matter who wins, Hive vs. Fallen victory means that zone is controlled by the winner. Have Patrol bosses (370+ lght) that dictate the outcome, and drop a unique legendary.
How about attaching a base camp to Patrol spaces that can be lost, that awards legendary marks for defending or retaking or if people ignore it causes a negative impact to drop rates. And can be specific to a faction and buff said faction exp gains.

I love the additional area in roi, however I feel like every planet should have gotten the same love. (That would have justified the cost.)[/spoiler]
