I heard that Bungie is still considering Raid matchmaking, Here's how I would do it now, use the normal raid treat it like a strike or nightfall; you can go in with a full team half full team or just yourself but instead of completing the whole raid, feature one section or check point of the raid a week and have it mission complete once that section is completed, if the people find they work well together they can form a party and continue the full raid. reasons it could work it would give a lot of people the same check points and even if they didn't want to use that particular system a lot more people would be tempted to complete the raid and would use other services. It would also allow people to leave if they did not like the raid team and not feel like they were losing a lot of progress. AFK players would be easier to spot and report, or rude or unforgiving players to be marked and avoided. Finally it would also allow a lot of people to eventually complete the raid if they kept up with the match making.
