Once again - still don't understand the logic of putting Zur in the Reef during IB
Such a waste of time traveling back and forth.
People's primary business is in the Tower this week. Why is he over there every IB??

More likely however, the coding in the Tower only allows for so many NPCs to be present in the space an any one given time. So when Saladin is already there, there's no room with which to accomodate Xur. I'm not sure though, so I'm gonna lean toward the "Lord Saladin = unbridled awesome" theory.
