A Balanced Game? A Balanced Crucible? Which is more important?

What is Bungie trying to accomplish with the "Balance" idea? I don't see how its moving in the right direction? I've just been here on the sidelines watching and listening to everything but up until now I would have to say that they are wrong...That's just my opinion but anyway here is why I think that. So to start when the game first came out we had no idea what was good and what wasn't good. After time we came to use only the best weapons to give us the best chance at winning. People who either didn't have those exact weapons or didn't want to feel like they had to use them to be successful started getting upset. Now from here Bungie started to either hear the complaints or notice a trend among weapons being used I don't know for sure. Which ever the case is they made the mistake by thinking hey lets just make some of the best weapons in the game utterly useless that way it will bring a balance among the weapons being used in the crucible...STOP! Did you see it...? Crucible. Did they ever take into account how it would affect PVE side of the game for people who only play PVE content? No. I highly doubt they did when they started this whole balance charade. So now some more time passes and boom what do you know there are guns that are better than others and they are being used a lot. Now people know that all they have to do is complain a little and the once great weapons will be buried into the ground. Continue a little further and a trend starts to happen and its not about making the game as a whole better its about appeasing to the crucible players needs and making them happy because Bungie messed up when they brought forth a lacking story. So at this point its about keeping Crucible playable. Now First and Second DLC hits and what did they expect to happen when they released new weapons into the game? People were going to find that new meta gun and use it but oh no cant have that because then everyone wont be happy and there wont be "balance". Then they look at their fancy charts and say "Hey we keep nerfing those great weapons but people still don't use (Fusion rifles, or pulse rifles, or whatever it is)" Then they buff those and boom a new meta gun is born and they go whoa not to fast we were looking for balance, we weren't trying to make a super weapon...Nerf! I don't really understand where it will end. I highly doubt it will. I see so many people sometimes using those weapons you don't see everyday but when you tell the majority of people to put on their go to gear to win in the crucible and you will 99.99% of the time never see a non meta weapon. Why? Because people are not stupid no matter how good they are at the game itself they want to use the best so that they can be the best its plain and simple. At this point I really don't know how to fix the balance problem everyone so desperately wants. I wonder though. Should we just continue down this path blindly? Should we finally take a second and pause to reassess our true goals for this game? Is it just money and power and who really cares about balance? Is it "Well as long as they play our game and buy our product bare minimum is fine"?
