Can"t get Glimmer!!!
I found a Youtube video from a few months ago that expresses the exact problem I've been having. Hopefully one of the following two links will take you there.

If those don't work, search "destiny glimmer bug". I think it is a 39 second video. A person called Maple Plum uploaded it on March 20, 2016. They commented:
"As of making this video, I am level 19. I do not receive Glimmer from dismantling items regardless of color but from what I read this may or may not be a bug. The problem is I do not receive any Glimmer from Majors or Ultras even if I am on par with them level-wise."

1 Replies in this Sub-ThreadAfter about a week of putting up with this I am finally getting glimmer from dismantles again. However, I am still not getting it from Majors and Ultras. Also, as it turns out items such as ethers seeds work normally even on Majors and Ultras.

All enemies of a specific race can drop glimmer by using the appropriate glimmer consumable, or a ghost she'll with the appropriate perk.
